This program offers unusual opportunities for a young person to do research in the area of National and International concern; to organize this information into a documented proposal; to engage in intensive discussion and to debate these proposals with understanding young people from other states.

Young people who have participated in the YMCA Youth Conference on National Affairs are unanimous in their belief that this experience makes a vital contribution in helping young citizens to learn more about the democratic form of Government.

QUALIFICATIONS OF PARTICIPANTS
The qualifications for a youth delegate are:
A. Youth desiring to participate in the YMCA Youth Conference on National Affairs must have participated in their own YMCA State Youth in Government or YMCA Model U. N. Program and must prepare a proposal on a matter of National or International concern. Those states without a Y in G Program may send representation if it is expected that this will lead to a local Youth in Government Program.
B. Proposals must not exceed two pages (front only, single spaced and typed with numbered lines) and must be submitted online. The proposal must express the views of the author and the objectives and content of the proposal are far more important than form.

PROGRAM EMPHASIS
The Conference program is divided into three major phases:
1. Committees will determine a priority calendar for debate and action by the General Assemblies.
2. General Assembly and Plenary sessions where action is taken on proposals.
3. Fellowship and devotionals are an important part of the total program.

Blue Ridge Assembly is located in the beautiful Blue Ridge Mountains and its facilities are excellent for this type of Conference. Most important is the intangible known as the "Blue Ridge Spirit" that adds the little extra that makes the Conference more meaningful to all. You have to be there to really appreciate it!
Each committee is chaired by Youth, as are the General Sessions. Each state with five or more delegates will be entitled to one young person to serve on the Conference Life Committee that will be responsible for the conduct of the Conference.

(States with less than 5 delegates will be grouped together and 1 delegate will be selected for the Conference Life Committee.)


FUN * There will be one afternoon for recreation. Delegates can choose from mountain climbing, team sports, tennis, swimming, or trips. The mountains provide an interesting setting to rock on the porch and visit with friends and for spiritual inspiration.

APPLICATION PROCEDURE:
1. A Delegate Application form is submitted to the State Director.
Each state selects its own delegates. Application forms are to be submitted to the State Youth in Government Director. If there is no State Y in G Director, submit the application directly to the Montgomery Conference Office in Montgomery, Alabama.
2. Once approved by the State Director, Delegates should prepare and submit a proposal. Instructions and a link to the Online Submission Site can be found on the Proposals page.
3. All travel must be arranged by the Trip Director or by the individual. Flights to Asheville and commercial bus lines will be met and transportation to the Assembly can be arranged by a car service if arrangements are made with the conference office by June 8th. Delegates should arrive on Saturday, June 30th. Departure from the Conference on Friday, July 6th as early as necessary.
