These are the changes that were approved by the Conference Planning Committee in December, 2007.

They are divided into 3 sections:

CHANGES TO THE HANDBOOK

Title: The Conference Handbook will be renamed the "Mountain Manual."

Sections IV-VI:
These sections have been significantly reorganized in order to simplify the overall description of the committee process within the Mountain Manual. No large scale structural changes have occurred within the committee process

Section V, C-5, d-I / E-4, c-I / VI, A-5, e-ii:
Upon recognition by the Chair, a delegate shall state his/her name, delegation and purpose for addressing the floor. The delegate must display his/her placard while addressing the floor

Section V, E-2:
The top ten (10) proposals from each of the third committee hearing groups will advance to General Assembly/ Plenary.

Section VI, B-1:
On the Conference's final day, all delegates will gather in Plenary Session to discuss the two highest-rated proposals from each TCHG; total of eight (8)

Section VI, B-2, a-iv:
Each nominated proposal shall be voted upon at the Wednesday CLC meeting. Those proposals receiving 4/5 approval of the CLC and the Presiding Officers shall be placed on the Consent Calendar.

Section VI, E-1:
Rules may be changed by submitting the proposed change in writing to the CLC. Upon approval the CLC shall recommend the rule change to the Conference Planning Committee for the next Conference.

Section VII, C:
A "Prop" shall be defined as any external, non-verbal element which is used during the course of a recognition to demonstrate a point. Examples of props are, but are not limited to charts, pictures, magazines, printed research, etc. Brief gestures with a proposal book or a notebook are not considered use of a prop.

Section VII, D:
Delegates who receive recognition during pro-con debate shall speak only from designated areas in the chamber during 2nd, 3rd, General Assembly, and Plenary Sessions. A podium or lectern shall serve as the designated area. In rooms without a podium or lectern, the designated area shall be decided by the Committee Chairpersons.

OTHER CONFERENCE CHANGES
  • A continental breakfast will be served Sunday morning.
  • Participants will be allowed to use the inside stairwell in Lee Hall to access their floor. Participants will be allowed to enter any floor for the limited purpose of accessing the stairwell.
  • The position of Committee Clerk has been added. This delegate shall assist the chair in keeping time, organizing proposals, distributing and collecting ballots and, if necessary, will preside in the absence of the Chairperson. This new position provides the opportunity for younger delegates to gain experience in a leadership capacity.
  • Please note the consequences for delegations that are in violation of curfew is loss of speaking privileges for the following day.

SCHEDULE REMINDERS
  • Please plan to arrive at Blue Ridge Assembly in time to check in and have your CLC, Committee Chairs, and adults at their Saturday night meetings.
  • There will be a Committee Chair Training on Saturday night from 9:00 - 9:45 p.m.
  • The Multi-State Delegation will meet at 8:00 p.m. on Saturday to elect a CLC representative.
  • There is a mandatory Adult Meeting from 9:00 - 10:00 p.m. on Saturday night in Heaton Auditorium.
  • There will be a Worship Service on Sunday morning from 8:45 - 9:30 a.m.
