These are the changes that were approved by the Conference Planning Committee in December, 2007.

They are divided into 3 sections:

CHANGES TO THE HANDBOOK
  1. Changes to Recognition Method ( Sections V.C.5.d.i-ii, V.E.4.d.i-ii,
    VI.A.5.e.1-3)
    • Upon recognition, a delegate shall state his/her name and delegation. He/she shall not be required to seek additional permission to address the floor in the form of a statement.
    • Delegates must continue to seek permission, through the chair, to pose a series of questions to the proposal author.
    • A delegate must reserve his/her right to make a motion or yield time to
      another delegate.
  2. Yielding (Section VI. A. 5.e.5.ii-iv)
    • A delegate shall not be required to speak for a minimum length of time before it is in order to yield to another delegate, provided that, before addressing the floor, the recognized delegate declares his/her intention to yield.
    • A delegate who accepts yielded time from a recognized speaker shall be charged one recognition. If the delegate declines to accept the yield, he/she shall not be charged a recognition.
  3. Pg. 12, Section IX. Recognition
    • Add item E: “If a delegate is called out of order prior to addressing the floor, the chair shall seek a different, replacement, speaker of the same intent (pro/con) rather than a speaker of the opposing intent.”
  4. Plenary
    • There will no longer be a General Assembly meeting on Thursday. Rather, Plenary Session will begin at 9:00 a.m. on Thursday morning.
    • 2 proposals will be added to Plenary Session. The two highest ranking proposals from each 3rd Committee will be taken plus the next two highest ranking proposals of the 3rd highest..
  5. Devotion
    • Speakers will no longer be limited to 2 minutes each.
    • The maximum length of Devotions will remain at 10 minutes. Delegations shall still select a maximum of 3 delegates who will speak. Please see the Delegation Leadership Worksheet for more information about devotions.

OTHER CONFERENCE CHANGES
▼ Each participant will receive a conference photo as part of their Conference Fees

▼ Participants who register by June 3rd will receive a Conference T-Shirt. No extra t-shirts will be ordered after June 3rd.

▼ Please be aware that several supplemental forms will be electronic this year. This includes, but may not be limited to the Leadership Nomination Form, Committee Chair Nomination form, Travel information, Devotion Sign-Up and Roommate Requests.
When submitting the information online, you will need:
  • Information from the Delegation Leadership Worksheet
  • Travel Information
  • If your Delegation would like to do a delegation
  • Roommate parings (adults and students paired by 2s)

SCHEDULE REMINDERS
  1. Please plan to arrive at Blue Ridge Assembly in time to check in and have your CLC, Committee Chairs, and adults at their Saturday night meetings.
  2. There will be a Committee Chair Training on Saturday night from 9:00 – 9:45 p.m.
  3. The Multi-State Delegation will meet at 8:00 p.m. on Saturday to elect a CLC representative.
  4. There is a mandatory Adult Meeting from 9:00 – 10:00 p.m. on Saturday night in Heaton Auditorium.
  5. There will be a Worship Service on Sunday morning from 8:45 – 9:30 a.m.
  6. Weather permitting, the Conference Photo will be taken on Tuesday before Third Committee.
